Organizational development in research and development environment

I am currently working on an exciting project: The perfect R&D organization. What is it all about? It is about efficiency in product development. Many R&D organizations are slow and therefore not very economical.
I was asked the following question in advance: Can I demand from my development to take in more than it costs, like a profit center?
Yes, you can. I developed a method called ,ReDeMol’. ReDeMoI stands for ,Research-Development-Monitoring-Implementation’, which is my company slogan. I do not want to give away too much, of course, but basically it is about evaluating the work of your own developers fairly and optimize based on this.
It is not my way to tell you how it does not work, but today I am going to make an exception. Forget the classic project management, forget never-ending meetings, role definition, procedures etc. So the question is, how it actually works. Simplicity is key. In addition to the slogan that I have already mentioned, I would like to add the phrase: ,Perfection is achieved, not when there is nothing more to add, but when there is nothing left to take away.’ This sentence by Antoine de Saint-Exupery not only applies to product development, but also to the organization of a product development. Take me at my word.
